[board-unyoc] Need to update amounts & eligibility for Chapter awards

Well, as a former Nesbit recipient, I'm just saying that I did not receive an actual plaque but rather a certificate in a frame. Maybe this should suffice? Or maybe someone ran out of time to get it done. Doesn't have to be super fancy.

Just my 2 cents.

This looks right to me.

In regard to the Nesbit award - in the past we always budgeted about $100 for the award plaque.  The last time I paid out for this was 2016.  Do we  need to add that back into the budget?  Are we still using a plaque as an award?
