evidence in the UNYOC policy or procedure manual that requires one member-at-large to represent Western New York and one to represent Eastern New York. Looking at our current and historical procedures manuals, the stipulation for our three Member-at-large
positions is only that one must represent Ontario. <o:p></o:p></span></font></p>
