[epicproviders] Effective May 21, 2022: Duplicate Lab Order Checking

Effective Saturday May 21st, 2022: Updates have been made to the Duplicate Lab Order Checking workflow to ensure accuracy when reviewing ordered labs.  When a duplicate lab order is placed during a specific timeframe, the Potential Duplicate Orders Found window will open, indicating that the order has already been placed.
