[epicproviders] Effective 8/30/2023- Track Subtle Trends in Vitals with Multiple Y-Axes

Effective August 30, 2023: To make it easier for clinicians to trend data without hovering or filtering, the Vital Signs graph now shows separate y-axes for each measurement. Clinicians can hover over a y-axis to see only the values corresponding to that y-axis. The y-axes feature will show in the Clinical Overview reports and within the Event Log.
