[epicproviders] Effective 1/30/2023: Transfer with Bed Request Orders System Update Bulletin

Effective January 30, 2023:  The Transfer with Bed Request Order is being replaced with an order panel that includes the Transfer Order and the Update Attending Provider order. This allows the Update Attending Provider to be unselected when not needed.
