[epicproviders] Effective 7/7/2025: New ERAS SmartPhrase

All Clinicians:

Effective July 7, 2025: A standardized SmartPhrase is available for ERAS note documentation for all clinicians. This improves clinician efficiency when searching for an ERAS plan.
