[util] East Tower HVAC air balancing

Air Balancing of the HVAC systems in the East tower on the 8th, 9th and 10th floors will be conducted on Tuesday, December 2 thru Friday, December 5. We have met with affected areas, so this notice is just a reminder. The balancing will be non-disruptive and should only take a few minutes to complete each room.
