[util] East Wing Water Leak

Another reheat loop leak occurred in the 6E hallway and the system is shut down again for repairs. Most heating adjustments can be made by other systems so the impact is minimal except if extreme temperatures are required. We expect around 4 hours to drain, repair and refill the system so it is back to normal. HVAC has communicated with the Main Operating rooms ,Burn Unit and Nursing Supervisor. Other areas of the main hospital and East tower are unaffected.
