[util] Temporary Cooling Limitations Due to Seasonal System Protection

Dear Team,
To prevent potential freeze damage, the main hospital cooling system is currently drained as part of our seasonal protection measures. Due to the unseasonably warm temperatures expected this weekend and continuing into parts of next week, our ability to provide cooling will be limited during this time.
These limitations primarily affect the North, South, and West wings of the original University Hospital building, with the greatest impact expected in the West and South wings.
Our team will adjust fan temperatures and ventilation settings as much as possible to help reduce the effects of the warmer conditions. We kindly ask that departments plan accordingly during these periods of elevated temperatures.
