[util] CAB elevator #1 UPDATE

Efforts to implement a temporary solution and return the elevator to service have failed.

The required part is not available and needs to be built with an expected delivery time of 30 days.

We apologize for the inconvenience this is causing and will provide an update if any of this information changes significantly.
