[util] Cooling Tower Shutdown.

The cooling tower located on the roof of the Medical Library will be shutdown tomorrow, Tuesday, May 23rd while the roof is being replaced.  This will greatly reduce the cooling capabilities of the building. We expect to have it back in service the same day but it may go into Wednesday, May24th.
