[util] Sidewalk Repairs

Sidewalk Demo and repairs on Monroe street will begin Tuesday October 31st and is estimated to be completed by November 7th. Barricades will go up Monday night October 30th. DOCS entrance will be limited when repairs are being made at entrance.

See attached map showing where demo will be taking place.
