[util] Elevator E9.

We are aware of an issue with elevator E9 making a noise when it is in operation. Parts are needing to be ordered to correct the problem with the door operator and could be 1 to 2 weeks before repairs are made. KONE has looked at the elevator and said it is safe to use in the meantime.
