[util] Hot & Cold water shutdown

A shutdown is scheduled for Tuesday 11/29 from 0400 to 0700 hot and cold water will but shut off and will affect rooms 8124, 8122, 7118, 7116, 6120, 6118, 5120, 5118, 4120, and 4118. The primary contact during the shutdown will be Jim Lang who can be reached at 315 382 8867.
