[util] UH Main Traffic Circle closure

The downtown UH main traffic circle will be closed to all traffic on January 6th, 2024, to accommodate a construction crane operation. The traffic circle will close at 0730 hours and will remain closed until early afternoon. The crane lift is necessary to install the HVAC equipment related to project #1355 UH Add IMT UPS's and Cool IMT Rooms in the UH central core area. The East Garage pedestrian bridge will also be closed for a short period when the crane completes the lift. UPD will be onsite during the entire operation to assist with vehicle and pedestrian circulation.
