[util] Traffic Revised memo

On Saturday , 2/11/23, starting at 0730 Monroe Street where it converges with Renwick Ave will be reduced to one lane to allow for Auburn Crane to lift their equipment out of the subbasement of the hospital through the exhaust chamber. HVAC will provide traffic control during the lane closure period. The work is expected to take approximately 3 hours to complete. Any questions or concerns please feel free to contact me.
