[util] Nappi Building Cooling Issues.

The Nappi Building will have limited cooling capabilities throughout the day.  Adjustments have been made to minimize temperature impacts, however some areas will be noticeably warmer.

Physical Plant will provide updates as we work to resolve the issues.
