[util] Weiskotten Hall Cooling System Update.

Cooling capabilities have been restored to Weiskotten Hall floors 1-4 at the south end as of this morning.



The Library cooling still remains limited due to crane limitations with the current weather.



Physical Plant will continue to monitor temperatures in the area and adjust to minimize the impact.
