[util] Helipad foam system test

“At approximately 1 pm today (12/03), we will be testing the new firefighting foam system that serves the Helicopter pad. We do not expect the foam to leave the immediate area since it is a high density, but in the off-chance a gust of wind picks up a small amount of foam, it could be sent airborne and travel to the ground. The new system foam is not hazardous and poses no health threat.”
