[util] Oxygen shutdown

Wednesday, May 8th at 6am there will be an Oxygen shutdown to allow system repairs. All areas of University Hospital will be impacted with the exception of the Vertical Expansion, floors 8-12 and the Nappi building.
Critical areas are being provided Oxygen via portable tanks. Alarms will still occur at all alarm stations and may not be able to be silenced during the outage. Outage is expected to last 15-30 minutes with normal pressures returning by 0630am.
