[util] Blue / East Wing elevator shut down

On Wed, October 2nd, between 7am and 4pm, floor repairs in elevator & elevator lobby will be conducted as follows:
Blue / East Wing 3 elevator will be shut down for approximately 2 hours for floor repairs inside the car.
Blue / East Wing 2 elevator will be shut down for a few hours while completing repairs to the floors to the lobby's on the 10th & 12th floors.
