[util] Monroe St / Renwick Ave traffic change

On Saturday, 4/26/2025 from 0800 until 1200, Monroe St, where it converges with Renwick Ave, will be reduced to one lane for CP Ward Crane to lift the UH Tower Gear Boxes while Cooling Tower Specialties installs new base plates for them to mount on.
Once completed, the crane will be unassembled, and the street will be re-opened.
Flaggers will be positioned on both ends of the crane to direct traffic.
