[util] Elevator Use Restriction due to UH Sprinkler Project

Due to sprinkler installation work, the elevators at the end of the 1st floor south hallway (aka Orange elevators) will have restricted access Sept 1 - Sept 12.

This will require all students and staff accessing the academic buildings (WH, WHA, NAB, Library & Setnor) to utilize the main bank of elevators on the first floor of the main hospital to the second floor then follow the corridor behind the main kitchen.
