[util] UH elevator unavailability - contract work

On Monday, December 22 and again on December 29,contractors will be setting up around 8PM (2000 hr) to pull cable from the 4th floor of UH main elevator lobby to the basement.

The contractor will have a large reel of cable set up in front of elevator #5 enclosed behind an ICRA barrier.

The cable will be fed through the ceiling into the chase located in stairwell #3 and pulled to the basement.

Access into and out of the stair well will be limited except for emergences on floors 2, 3, 4.

The stairwell will still be usable except for those three floors.

Elevator #5 will be shutdown while the work is ongoing.
