[util] UPDATE to Domestic Hot Water Shut Down

Hey Team,

North Wing Domestic Hot Water Leak Update.

Physical Plant has accessed the leak and made temporary repairs. Hot water has been restored to affected rooms. Plans are being made to coordinate a shutdown and perform permanent repairs in the near future. Another memo will be sent out to alert staff at that time.
