[util] Weiskotten pressure steam shut down

Wednesday 4/23/25, Weiskotten Hall medium pressure steam will need to be shut off to repair a major leak.
The shutdown duration is scheduled from 6AM to 4PM.
The system will be placed online sooner if repairs can be completed early.
This Steam serves all the autoclaves in Weiskotten Hall.
Weiskotten Addition autoclaves will still be operational.
