[util] Irving City Water Repair 091526

The City has completed their repairs and physical plant will be restoring water pressure. It is normal to expect discolored water for a period of time after these types of repairs. Physical plant will flush outlets. If discolored water is noticed, please flush until cleared. If discoloration persists, please call the maintenance operations center( MOC) at 4-4230
