[util] Elevator use restriction

Due to sprinkler installation work, the elevators at the end of the 1st floor south hallway (aka Orange elevators) will have restricted access Sept 1 - Sept 12.

This will require all students and staff accessing the academic buildings (WH, WHA, NAB, Library & Setnor) to utilize the main bank of elevators on the first floor of the main hospital to the second floor then follow corridor behind main kitchen.
