[util] Power Shutdown

We will be performing a power shutdown affecting the B Lot parking lot. Power will be secured to a few light poles and cameras that overlook that space.

The power will be off for approximately 4 to 8 hours, starting at 7:00 AM on Thursday, November 20, 2025.
