[util] Emergency power shutdown for WHA 8th & 9th floor.

In continuing support of the WHA power upgrade project, on Tuesday July 7th the electrical contractor will need to shut down the Emergency power on the 8th & 9th floors of WHA to move circuits from the existing panel in the equipment chase to a new emergency panel. It is expected to begin around 6:30 and last approximately 8 hours.
There will be no emergency power to equipment that requires Red outlets that are labeled ( E8##) or (E9##). They will have to be plugged into White outlets.
The following rooms will be affected: 8299, 8299A, 8301, 8303, Cold room (8314). This shutdown is being coordinated with occupants to minimize the disruption.
