[util] Emergency Power Outage for WHA basement and 1st floor.

In support of the ongoing WHA power upgrade, the following power outage is being scheduled. This outage has been coordinated with occupants to minimize impacts.





ELP-BN and ELP-1N are scheduled to be shutdown on May 12 starting at 9 AM to 11 AM



ELP-BN:   308 equipment room, 208V outlet in Constant temp room 308A, 308B, Evap unit, Fire Alarm Panel, Honeywell strobes.



ELP-1N:    1213 UPS Bypass panel, Door operator 1322B, Door FA Holder 1322A, 208V centrifuge 1213, 1297C, 1303, 1303D, 1312.
