[epicproviders] New Pediatric Child Abuse Consult Order

Effective 10/28/2020, a new Consult Order has been created in Epic for Pediatric Child Abuse<https://epic.upstate.edu/documents/intra/inpatient_consult_order_for_pediatric_child_abuse_upstate_system_update_bulletin.pdf>.  The Department of Pediatrics now has a new division: The Division of Child Abuse Pediatrics, that will use this new consult order to track and manage their patients.
