[epicproviders] Restrictions of STAT, CODE and Pending D/C Lab- Epic Lab Orders

Inpatient & ED Providers:
Effective 10/29/2020: The Frequencies of STAT, CODE and Pending D/C Lab<https://epic.upstate.edu/documents/intra/restriction_of_stat_code_and_pending_dc_lab_frequencies_upstate_system_update_bulletin.pdf> will no longer be available for the majority of Epic Lab Orders.

Ambulatory Providers:
Effective 10/29/2020: The Priority of STAT<https://epic.upstate.edu/documents/intra/orders_restriction_of_stat_priority_in_epic_lab_orders_sub_amb.pdf> will no longer be available for the majority of Epic Lab Orders.

All Providers:
This change gives a Provider a true expectation of turnaround times for ordered labs.  Please reference, within the Tip Sheets, a list of labs that still allow STAT, CODE and Pending D/C Lab frequencies/priorities.
