[epicproviders] Effective 2/12/2023: New Scrollbar Feature in Results Review

[Epic - All Provider Staff]

Effective February 12, 2023:  To make it easier for clinicians to review and trend lab results, Results Review now uses a scrollbar for horizontal navigation instead of the scrubber tool.
