[pert] Draft policy, finally

Okay, the time you've all been waiting for has started (not arrived, just started).

I have a draft PERT policy for you to review.

The PROCEDURE is a separate document that spells out how things happen; I'm still working on this.

Please review the attachment document closely and let's have some discussion.
