[util] Hyperbaric Steam Shutdown - 24 October, 2022.

In consideration of the Hyperbaric Expansion Project (#1296) we will be doing a steam supply shutdown on Monday 10/24/22 to install a new tap for the Hyperbaric Project.

Affected patient areas will be none.

Time of shutdown will be Monday 10/24/22 at 07:00 hrs. with a duration of 4 - 8 hrs.
