[board-unyoc] UNYOC COVID19 Member Gift Proposal

[VBMClibrary]

Intended for members of UNYOC "in good standing" as of January which means
that they've either paid dues for 2019 and/or already paid for 2020.
Intended for individual librarians themselves..
Selection committee to determine recipients based on application
submission.
