[epicproviders] Effective 8/21/2025: Updated Legionella OPA: Any Pneumonia

Effective Thursday August 21, 2025: The updated Legionella OPA fires for patients diagnosed with any pneumonia to test for Legionella via sputum AND urine with no need to await results prior to discharge.  This update is based on the NYSDOH recommendation.
